my step son got a CHEEP guitar for his birthday. First Act. It actually plays pretty good. The pickup is a POS but ok. I think it could actually be usable for a beginner if the end of the frets weren't so sharp. As you slide your hand along the neck they catch your fingers. I'm no luthier but could a guy (me)simply file those down? What kind of file would a guy (I)use?

I don't see why not - but I wouldn't file. I would put some wet and dry sandpaper on a block (maybe 220 may 180 grit) and try with that. that should do the trick with minimal damage.
