US: This is duplicity. We won't be misled by you. You have had enough opportunities to send pizza. IRAQ: That's the way it works. You get pizza, we get money. US: We oppose linkage of pizza and money. IRAQ: Let's negotiate about this. I'm sure you'll get pizza soon. US: We need pizza within 30 seconds or we'll bomb you. IRAQ: Do you even want pizza? I've finally listened to enough opinions to determine why Iraq is being singled out. One of the reasons is that Saddam is the only ruler of a nation with WMD who has used them on his neighbors and his own people. He's fired missiles at at least three and invaded at least two. Iraq also sits astride and poses a potential threat to a region the destabilization of which could be highly damaging to the global economy. Further, Kim has made it plain that NK wants to negotiate the WMD issue. Saddam will not negotiate.

Not that these are excuses, but they do explain a few things.
